I guess what I'm saying is if I were doing a design and had some backdrops to pick from I would want, as an artist, the ability to place my artwork on that backdrop myself. To incorporate em myself.

Oh yeah, never thought about doing it that way...could work, but if the design is made edge to edge we wouldn't be able to put the backdrop in unless we simply shrink the square. Might that not then have the potential of being too small to see?

That makes sense. Offer pre-selected backgrounds for each group in various color combos. That type of thing is very simple to create. Then the works will be much more uniform especially if one from one person is chosen and another from another, etc.

They are easy to make so should be able to write a short tut on em.

Um...sure. I used a combination of Photoshop and Illustrator to create each entire icon. The stars I made in Illustrator, but one could also do them in Photoshop. I thought for what you're needing I could simply make several star shapes in various colors and send em as png files. That way you could pick. The Illustrator files would be fine to send as well. I'm using CS5.5 but if you have an older version I can save em back as a legacy file.
