It is possible to prevent waste, it's just that you have so much funding that it doesn't really matter. And as much as Trump was the best choice IMO, it doesn't stop judges from interfering into whatever they want for ideological reasons, doesn't erase the fact that his team includes the ex-CEO of Exxon Mobile and people from Goldman Sachs. So it now maybe it's a bit better, but you can't deny the overgrown corruption in almost all branches. But if it serves of consolation prize, it isn't South American levels of corruption.

Shame your government (as any) is so corrupt and they waste so much equipment (I mean, you literally throw airplanes into the trash). But hey, it's better than only existing to help the UN clean up messes and running the occasional human trafficking ring.

Right, now I've gotten some sleep I'll try an explanation that's not absolute trash. She's the weapon of a being that feeds off of destruction, because of this she doesn't feel like she has any other choice, but destruction. Her titan form (Sephyr) is only activated once every 14,000 years because that's how long it takes for humans to reach their pinnacle (apparently) and she has all kinds of abilities as sephyr. From each man-made thing destroyed increases her size and power to inducing extreme biological changes on various wild animals, disfiguring them and driving them mad before sending them out to spread further chaos. These drastic changes continue until the afflicted's body can no longer sustain itself and literally turns to ash.

Not so much, she's always human in appearance but she has a "final" form for lack of a better phrase, the closest similar thing would be a titan from attack on titan but without the control and with more smarts. It's better than I'm making it sound, I swear xD
