If you create a LOL in the Cheezburger lol builder, it gets automatically submitted to the site moderators. If they approve, it goes to the voting page. Not all LOLs get approved, so keep try try trying.
If you found something online you want to upload to a site, simply go to that site and at the top there is an "upload" tab which allows you to upload your LOL. Moderators get final approval, so the same rules apply: keep try try trying.
