When it comes to dietary requirements and preferences, it's not really anyone else's business to judge—whatever your reasons might be. But when it comes to your pets, you need to accept that they have a different digestive system than you. You might like to anthropomorphize "Captain Snuggles" and talk to him when the two of you are alone… but that does not mean that you should apply your dietary constraints to him. In fact, it is cruel to deprive them of the diet that they need and feed them a diet that is unhealthy for them.
If you're thinking of putting a pet on an alternative diet... Don't. Or talk to a veterinarian first. Chances are extremely high that you're not qualified to be making this decision for your pet.
Anyways, the fact that this would-be cat adopter knew that they had to lie to the shelter about what they intended to feed that cat tells you everything you need to know here. u/hotsauce245 is NTA, but their roommate is.
Having crazy roommates is always a good time. Just take this student who was forced to child lock the kitchen cupboards because of their terrible roommate.
