Sit with her and the inhaler and make her relaxed enough that she doesn't immediately bolt when she sees it. If she sniffs at it, treat. If she puts her nose in the inhaler, big treat! Right now, her inhaler means a horrible thing to her. The more she associates the inhaler with struggling, the more she's going to dislike it. If, on the other hand, the inhaler means awesome things, then she's going to be much more likely to enjoy it. The trick here is to not give her just one piece of treat, but to give her ALL THE TREATS IN THE WORL

He just ate them. We did give him them with treats but he didn't chew like he would a treat, he moved it to the back of his mouth and swallowed. We were shocked.
