It's incredibly frustrating when someone in your workplace gets away with downright obscene behavior, and no one is doing a thing about it. You might think that that's what the HR department is for, but in a lot of organizations, they're content to sit on their hands and let the worst offenders get away with anything but murder—just as long as they don't have to deal with any conflict or rocking boats.
As a manager, this can present an incredibly difficult problem; you can be as accommodating as possible, but if a member of your team is clearly dragging the chain, it can begin to create widespread performance issues and cause the whole team to fall short on targets. Thus the behavior needs to be dealt with, but if the organization and HR leaders refuse to lift a finger, what can you do?
Certainly, putting yourself in any 1-on-1 situation with the team member—which could be used as hearsay against you—is inadvisable if you want to keep your job. Do not, under any circumstance, let yourself be caught out on this.
