    Font - Edit: A 4 foot wall does not need a permit. I consulted a general contractor who walked me through the process to build 2 four foot walls, one behind the other. The County is "interpreting" the code to treat the 2 walls as one 8 foot wall. I could fight it - but it's a better use of my time to just pull a permit.
