"About 5 years ago the rods in his eyes started degenerating, and after about 2 years they were 95% degenerated. So his eyes receive light still, just don't transmit it to his optic nerve, therefore his brain gets no image or light. So his brain tries to actively search for light all the time so his eyes are just dilated I would say 85% of the time. The other 15%, the right amount of sunlight or ceiling light hits his eye and hits what rods are left so his pupils constrict for a bit, and he can probably make out a few dark shadows for a couple minutes but not much longer"
