When my wife discovered this, she asked the babysitter why she allowed this to happen. The response: "She kept asking for more." I told my wife not to let that babysitter anywhere near our children ever again. Nobody with that poor of judgment should be trusted with anything of value. Period.

While I completely agree that the individual lacks some basic skills to babysit, the obvious question is; who hired them and why wasn't this flaw uncovered sooner? Then you paid someone, a comparatively low wage, to watch your kids, expected them to make better choices than you or your wife do, and, also, submit themselves to an entirely avoidable tantrum. But I might be concerned that if my kid eats that many gummy bears that I haven't given them ample opportunity to learn how to moderate what they eat -- perhaps because I always control it for them
