Many people live by the rule of – 'I rather ask for forgiveness than ask for permission', and while that rule is helpful in some cases, you should be careful about who you try it with and how.
For example, if a kid wants to go out with friends and they don't know if their mom will let them, then sure, they can try the forgiveness over permission thing, worst that will happen is maybe they'll be grounded for a few days. But as adults, your actions have a lot more consequences and a lot more risk to your mistakes.
The resident in this story should have asked for permission before they decided to take down their neighbor's fence, and not for forgiveness afterward, as that would have been a lot easier than doing everything the neighbor put them through because of that decision. The last of which was a demand the resident stain the new fence they put up instead of the one they took down, but to this the resident refused.
