In case it's hard for you to read, here is what the message says:
“PSA: If I call/text asking to pick up a shift/come early and you ”can't", you instantly lose a shift next week, PERIOD. THREE people lost shifts for next week, ONE person gained all hours. If you're unwilling to help me, I assume you don't need money. I WILL NOT prolong my healing ANYONE PERIOD! If I ask - there's a reason".
All I have to say is – Wow…

Regardless of whether or not this action is legal, I would not have recommended anyone to keep working for a person like this. She clearly doesn't view her employees as actual people with real commitments outside of work. Just the “can't" in her message on the whiteboard proves how little she cares about her employees.
That being said, I really hope the employees would find a way to get back at her for pulling something like this, legal or not. I hope they all find a different job and quit on the same day, and then we will see who will care about missing any shifts.
