'I am not sure if I have stolen her or not': Neighbor's hungry kitten comes to this woman's house every day, she unintentionally ends up adopting her, and the neighbors don't even notice

You would think that an animal as tiny and harmless as a cat would not cause much drama between neighbors, but you would be wrong. In our time writing for ICHC, we have encountered some insane stories. We have seen everything from people asking their neighbor to get rid of their cat because their kids are allergic to it, to people stealing their neighbor's cats only to throw them out again without caring for their safety at all, all the way to people holding their neighbor's lost cats ransom and demanding to get paid before returning them to their owners. 

We've seen a lot. We know what it looks like and what it sounds like when a neighbor maliciously steals a cat. This is not the case here. You did not "steal" this cat, not technically. Technically, what you did was rescued the cat from a family who clearly didn't give a heck about what happened or didn't happen to it. We hope you know that, and we hope that if the neighbors notice that their cat is missing, they will understand that the best place for it is with you.
