This person has quite a few vehicles, and their HOA is itching to tell them where to park them all. Likely thing for an HOA to want to do! 

HOAs, or Homeowner's Associations, are somewhere between nagging neighbors and malevolent rulers, depending on where you live. Many people try everything in their power to avoid living in HOA territories, because you can end up paying fines constantly. "Just follow the rules," you might think, "Then you won't catch a fine." That's easier said than done! Many HOAs have rulebook a mile long, filled with tons of fine print and ever-changing regulations. You can be fined $400 for leaving your trash cans out too long or putting them out too early. You might have to cough up a few hundred bucks if your house isn't painted the right shade of brown. The list of possible infractions goes on and on.
