Puppies learn from older dogs just like human kids learn from older kids and adults. They watch and they learn. Or they listen and they learn. Etc. That's why it is so important to behave around children, because you never know what they're going to pick up. You don't want them to see you swearing at an inanimate object because you stubbed your toe on it and that's the thing that becomes a core memory for them. Puppies are very similar in that way. They watch how older dogs play, get food, do tricks, etc. and learn how to do all of those things themselves. That is why some shelters and dog-friendly places have a designated "babysitter" dog, who is an older dog that just knows how to do everything properly and is calm mannered so is a great role model for the pups!
Here, we see an itty bitty cute foster puppy have the time of this life. He sees his foster brother, a bigger and older dog, stop to give some epic howls. You see the wheels start to turn in this pawdorable pupper's head as he observes this sound his big fur buddy is making. The longer he observed the stronger the urge is for him to try it.
