You know what would solve the problem of someone "stealing" your cat? Not letting them outside in the first place. We're sure you have your reasons for letting them outside, but there are plenty of safe ways to give them outdoor time without letting them randomly roam around the neighborhood, where all sorts of disasters can happen.

Instead of blaming them for “keeping him in”, she should try to figure out how her cat keeps getting out! Either she lets the cat out of her own free will, then gets mad when the cat goes elsewhere, or the cat escapes on its own. Either way, all of this would be solved if she would just keep the cat inside instead of blaming others.
