The cat owner is the one who should be ashamed and guilty. It's okay that they have an agreement about the kitten, and that the roommate will take care of her kitten while she's away. But if she decides to change her plans, that needs to be apparent immediately, and she has to know that ultimately her kitten's well-being is in her hands, not the roommate. This is part of why I hate having roommates! Always issues that arise with everything.

Something similar happened to me. I had two roommates, and I left for 4 days. One of them said he would take care of my cat while I was gone, but the other said she refused. She was home the whole time, but said she “didn't want to be responsible” for my pet since it wasn't hers. I still can't understand or wrap my head around her hang up that she couldn't feed him once in a while if I couldn't. I even flew abroad and had to get a friend to come and take care of my little cat. Thank goodness for friends and not roommates!
