Before making waves with the neighbor, this Karen should have considered being more lowkey. If you've got something to hide in the complex, it's probably advisable to keep your head down and not make enemies with all of your neighbors over petty nonsense.

Just because you don't like the way that someone decorates their own apartment doesn't give you the authority to report them to the HOA. Unless it's actually offensive or made of literal garbage, I don't see why a front door adornment should ever ruffle the feathers of a neighbor.
If there's something amiss in front of a neighbor's property, I can't imagine the audacity of calling them out… Especially if you're trying to avoid drawing attention to your own abode.

This is the most FAFO situation I've ever seen. A woman was illegally renting out her apartment to people and thought that her ability to get away with a few thousand dollars extra every month was enough to grant her total immunity in this residency. Alas, like all Karen karmic moments, she was met with the swift hand of justice.
As it turns out, the HOA reporting line works for more than just a Karen's cellphone, and other residents can make complaints too. That's why you don't make enemies where you live.
