Most places either have an office manager who handles this task, or perhaps a cleaner comes in every now and then to tackle the task.
There's like, no way to clean out an office fridge without making a few people upset. You might look at a burrito with a sticker dating it as a week old and toss that bad boy in the trash. And yet your coworker might still get upset that you threw away her "good" food! It's a task that is bound to have a 100% failure rate: the employee assigned to the task doesn't want to do it, they're handling other people's foods, and they're making decisions that they really shouldn't have to, like determining whether or not to throw away a Tupperware full of mold or not.
This worker actually took the cleaning project so far that she might instate a whole new rule. Sometimes you do a task so poorly that you're never asked to do it again!
Was this worker using weaponized incompetence to get out of a cleaning gig, or is she just kind of clueless?
