When it comes to neighbors, small disagreements can quickly escalate into unimaginably petty standoffs that last for decades, or devolve into unsettling, possibly even threatening situations. Of course, it's hard to do anything or prove these types of behaviors legally, and as soon as you get an actual authority involved, it becomes a he-said-she-said situation where your work is being taken at the same value as the actual crazy person you're living next to.
It becomes hard to picture how a disagreement over where, when, and how long a car is able to be parked in a public parking space can escalate into something so much bigger.

This is quite a lengthy post. The gist of it is that a small parking dispute has turned into bizarre and almost alarming levels of borderline-threatening behavior. The family, who had lived in their home for 10 years, made an issue of their presumably long-time neighbor suddenly deciding to park their vehicle in front of their house.
It was public parking, so the neighbor was doing nothing wrong, but there were some technicalities around how long a vehicle could be parked there which the homeowners leveraged to get the vehcile moved. This quickly escalated to the neighbor passive-agressively parking their vehicle there as often as possibel and quickly escalated to harassement and petty legal warfare.
It's easy to say that maybe asking the neighbor not to park in the public parking in front of their house was a bad call, though it can be annoying when they park in front of your place when they have plenty of space in their driveway or in front of their house. It is essentially a public free-for-all.
Still, the neighbor's petty response and almost alarming escalation of the issue dwarfs any possible nitpicking on the family's part.
