Neighbor Claims Someone's Private Property Is Communal Space, Gets Towed

The entitlement is off the charts with this neighbor. What kind of person makes a whole thing out of saying that someone else's clearly marked private property is actually communal space? Clearly, someone who has some severe boundary issues. It sounds like taking the stand and having the lady's car towed was the only way to prevent the situation from getting any worse than it already was.
