Some people get horrendously nasty when they're rejected. It's as if they've led lives in little obnoxious bubbles where they haven't learned that some people in the world are just going to tell you no, regardless of what you try to offer them. Suffice it to say, mom comes out of this conversation looking like she really let herself go in the worst way possible.
Another point to be made here is that if you're wealthy and privileged enough to even consider hiring a tutor to teach French to your daughter simply for the purposes of a vacation, then you have to be willing to understand and accept what those tutoring rates typically look like. $40/hour is MORE than generous. There are tutors out there making $400/session. If you don't understand the value of a dollar, you have no place to be entitled when it comes to how much someone's work is worth.
