Kids are a bother—whether they are yours or not, but I'd argue that it's easier to hate them less when they have your DNA. They ran around unsupervised because the server was being paid money to serve, not to babysit. In the end, the parents had the nerve to get mad at the establishment (particularly at the waiter) because how DARE they do their actual job instead of the silently assigned task the parents had placed on them? What ensued was chaos.
