Before moving into a new place, you nitpick the neighborhood, the cement walls, hardwood floors, potential leaks, and of course, the neighbors. Unfortunately, there are things that are a challenge to foretell, such as the relationship you'll have with fellow residents of said neighborhood. In this case, OP was minding their own business when their neighbors decided to challenge their peace. These neighbors were under the impression that they lived in an HOA, which was false; they relentlessly filed complaints against OP, some of which they had to invade OP's privacy to even find out about. Such as climbing a ladder and peeking into OP's backyard as he was carrying out perfectly legal construction.
Each complaint was denied until one of them was deemed 'valid' by the city council. Turns out someone scraped the registration sticker off of OP's car and parking a car without a sticker on the street was a violation, so parking enforcement came out and told OP to fix it or move it within 3 days. At this point, OP had had enough. He noticed his neighbor's motor home parked outside, knowing full well it was actually illegal to park it on the street in his city. This is where the petty revenge comes in.
