Growing up near the Rocky Mountains, this person and their family had to deal with snow a lot. Luckily for the OP, their dad owned a snow blower. Instead of shovelling, which takes ages, they could just take care of the snow without pulling a muscle. Plus, in a snow storm, shovelling can be futile anyway. All your hard work can disappear under a blanket of white in just a few minutes.
This person writes that their city had some pretty strict rules and regulations about how to prepare for snow. For example: no blowing snow into the street, which the OP's dad took care to avoid. The dad really did attempt to warn his neighbors that they would need to pay attention to these rules. But he was just ignored, so he just carried on as usual, taking care of the other neighbors around who really needed (and appreciated) his help.
