White lies are one thing, but these bosses told a whopper of a lie right to their employee's face.
As a manager, you have numerous responsibilities to your employees, and strangely enough, being truthful is not on that list. For example, a manager might hear word from their own boss that layoffs are coming. Suddenly, that manager is working with a team of people who are blissfully unaware that their livelihoods are going to be taken away from them. But all they're allowed to do is to continue to encourage their employees and manage their daily tasks.
Other times, they might have to try and get employees to do extra work. There are lots of ways to accomplish that: they could ask outright, be passive-aggressive about it, or blame upper management for the decision. The bosses in this story seem to be in that spot. They needed their employee to work extra hard and take on numerous additional tasks, all in promise of a raise they couldn't guarantee.

At least this healthcare professional realized that if she didn't have that info about a raise in writing, she could just go back to her everyday work. As for her bosses, too bad, too sad.
