"Who let the dogs out" is not a question you want to be asking on public transport, especially when those "dogs" are someone else's toes that they've decided to liberate from the stuffy confines of their shoes and are now displaying proudly to all other passengers, perched on the seat in front of them.
It should come as no surprise that putting your feet on things is generally considered to be impolite. This kind of antisocial behavior disregards the base social contract that we must adhere to in shared spaces, offering an unsightly presence—and probably unpleasant odor that other people are going to be stuck experiencing in the close quarters of an enclosed public space such as public transport. This woman wasn't going to put up with such behavior and was resolved to take a petty stand and teach the shoeless-wonder a valuable but harmless lesson, sneakily moving one of his shoes just out of sight.
