Say Hai Was Saying Kthxbai to Police

In one of the lowest speed chases ever, Say Hai(his real name, not kidding) evaded police at speeds of over 20mph until he was clotheslined by a chain barrier in a parking lot. He had no outstanding warrants, no alcohol in his system and no drugs on him... WTF?
