    My neighbor years ago opened her door into my truck and dinged it. I saw her do it but she denied it and there were no witnesses or cameras. I filed a report but was told it was "he said she said" and was a civil matter.

If he denies, just say you've got it recorded and she told you what was charged, and you" go to the (authorities? IRS? local press?) and report it then. DON'T say she's a neighbor, you don't want him scoping you out!
