It's important for her to note her culture. Asian culture is vastly different from the typical American culture we think of, where everyone is wildly independent, and family relations are not as tight knit. In a lot of Asian cultures, people grow up living with other family members outside of their nuclear family, like aunts, uncles, and grandparents. It's not uncommon to see grandparents and grandchildren living in the same home.

Despite cultures, it's still a little creepy that the SIL of the narrator is skeptical of her relationship to her brother. She should be supporting their bond, instead of trying to sunder it. If there's something nefarious at play, then that's something differently entirely. I have known siblings to come off as different than just family members, and it's definitely disturbing. But we don't know her side of things.
