    If it turns out that he does have an owner, we're worried they weren't taking good care of him (dirty from being outside, not fixed, starving, long nails.) Any tips for in case that happens?

    thenry1234 Let the local shelter know you found him. Then after so many days, you can legally claim him as yours. In our case, it was 7 days.

    MarcusThorny If he had "owners" why did they not put up lost-cat flyers? They won't have vet records. He's yours and he's a beauty.

    No_Dog1192 If he does have an owner, do not give him back. He is yours now. He deserves responsible pet parents. Ask the so called "owner" for vet records to prove ownership. Clearly they haven't taken care of him & will not be able to provide evidence.
