He might very well have gotten out, but you'll have to wait until you can see a veterinarian before making that assessment. This is why it's super impurrtant to always get your cats microchipped - you have no idea what could happen. At the very least, put a collar on them with your contact information.

"Bless you for helping him! I got an orange boy myself that is ours now when we saved him from freezing to d*ath on our porch cause he was too stubborn to use his cat house we made for him. Someone dumped him like trash and he's an absolute treasure."

"Ours (Brian Setzer) showed up after a hurricane a few years ago and never left. He was our fist cat and we have since rescued a second. He is a j*rk sometimes but we are still happy he wondered into our world"

We can only imagine how stressful it must have been for him to search for somewhere safe to ride out this storm. Who knows how much meowing he had to do before someone finally let him in. After getting inside, it makes sense that he basically collapsed. He finally felt safe.

"I brought my guy in during a storm and he slept so hard for days, he was immediately comfortable too. Six months later, he's floofed considerably and still sleeps like a rock. Good job, OP!"

"It's been almost a year since I took in my snow orange. A coworker found him outside a gas station after our bad winter storm last year, the employees said he'd been coming by for food for a couple weeks throughout the subfreezing temperatures and snow. Coworker had just taken in another kitten and already had a dog and couldn't dedicate the time to get them all acquainted properly, so when he mentioned having to drop off this big guy at a shelter I offered to take him in instead. He's a 14-pound avatar of chaos and I wouldn't give him up for anything."
