This man was so unnerved by that one hanging tree branch that he not only went ahead and initiated the process of getting it cut down without discussing the matter with the homeowner first, but he was also planning on making the homeowner foot the $400 bill. After his contractor damaged the homeowner's fence, the neighbor even tried to double down and insist that the homeowner still pay that $400. What he's vastly underestimating is that the cost to repair the fence will likely be greater than $400.
On top of that, now the neighbor has made an enemy out of the homeowner. Any time he needs a favor or makes a mistake that goes against the HOA rules and regulations, the homeowner is going to be ready to turn him down or get him fined.
