Why do we not think he “stole” it? Well, firstly, he's carrying it back in broad daylight. We all know that cats are crepuscular predators (meaning their instincts tell them to hunt at dawn and dusk), so this isn't some Oceans 11 elaborate midnight scheme. There's a confidence in his meowvements, like he knows he's justified in doing what he's doing.

As you can see here, he even saw the STOP sign, and stopped, like a good, law-abiding citizen. Would a thief stop at a STOP sign? No. They would continue their shenanigans as quickly as pawssible to avoid getting caught. He's innocent, we tell you! Innocent!
