My manager put $700 in hotel expenses on my card and hasn't paid me back for 3 months

My manager sent me a message while he was standing in a hotel lobby in April, saying that his company card wasn't working and asking me to put the cost of his room, which was $718, on my personal card. He told me he'd pay me back the next morning as soon as accounting fixed the issue.
That was April 27. It's now August 2. I've reminded him seven times, and every time he comes up with a new excuse. I'll Zelle you on Friday (didn't happen).

I'm the one making this awkward??? It's $718 and it's been 3 months. I make around $57k a year. That's basically all of my "extra money" for the month after bills. And what's making me feel like I'm going insane is that I saw the reimbursement show up in his company expenses. He already got the money. He literally has the money. He's just not giving it to me.

Do I go to HR? File a small claims case? Or just swallow it and learn that even my own manager can screw me over? I feel stupid, but he's my manager, he was under pressure, and I was trying to help him (and honestly, I was afraid to say no in case it came back to bite me later).

mustanggrl625 Go to HR-I have a company card if it did not work, I would - not be asking a subordinate to cover me - I would use my own personal card and submit an expense report. I suspect your manager is trying to leave a paper trail for being there. Tell him he made it awkward that you have been put in a position where you are having to question leadership's integrity

Next thing to do is resolve never to do this ever ever ever again. You never put costs on your own personal card unless they are your costs and they are going to reimburse you personally for those costs. Otherwise tell them to give you a company card.

There is never a situation where you are supposed to bail your boss out while your boss is on a business trip. If he doesn't have his own personal card to bail himself out with, then there's something even weirder going on. Is he trying to hide it from his wife? Was he really on a business trip?
