No one has ever offered me $100 for my Instagram handle, so I hope this dude took the offer. I would personally deem him an influencer because I have low standards. Sounds easier than producing the perfect foot pic or traveling all the way to some tropical island in order to be considered an influencer.

The Instagram influencer apology is a classic. I generally didn't know there was even controversy about them until they post an apology about what they did wrong and Buzzfeed documents it. I feel like they could get away with a whole lot more if they didn't bother apologizing for it.
