OP got this unhinged email from their boss about the "new terms" of quitting. The thing is, their boss doesn't actually have control over when someone can actually leave, so they might as well be wishing into a hole in the ground. In effect, this new rule only serves as incentive for people to quit with zero notice. Since these rules make no sense anyway, it's likely that having so many employees quit hurt the boss's feelings and they decided to go on a power trip to get their delusional sense of superiority back.
In their pathetic attempt to hold onto employees, they go as far to bring up "the children" as if that's a fair excuse for a boss to be an asshole in the first place. Make up as many rules as you want, it doesn't change anything.
