The protagonist's sister is definitely being ridiculous. First of all, even if her daughter was an infant or an age where she truly had no control over these things, that'd be one thing. This girl is a teenager! 13 is well above the age to know not to do that. It was intentional and meant to hurt her cousin.

The act was malicious, and it's completely on her mother to steer her in the right direction. She's not that young, and she definitely knew what she was doing. If the mom doesn't put restrictions and punishments on her now for these things, her daughter will continue to do them.

Family can be our best friends, or our worst enemies. Children are seen as innocent, naïve, with childlike wonder and not an ill intention anywhere in their body. For anyone who grew up with siblings, or worked with children, you know that children can be brutal! It's not all innocence and fun and games. Children mock each other, they steal, they make fun of others, they call each other names, they can be a real handful. Of course, not all children are like this, but some have a rotten and evil side to them that needs to be curbed by any decent parent.
I feel so grateful that I grew up with a maternal and sweet older sister. She really didn't have a bad bone in her body. She just wanted to love me, play with me, and have fun together. If anything, I was the one trying to pick on her, even though I was younger and much smaller. As a parent you never know what you're going to get when you have a kid, but as long as you manage them well and teach them life lessons, they should grow up to be okay adults.
The story below is a great example of the rotten types of kids. The mother wants to excuse her behavior due to her age, but 13-years-old is old enough to not be a malicious and cruel person.
