However, she got frustrated with waiting after she had been there for 40 minutes with no sign of the manager. She was simply told to keep waiting when she queried this, but a few minutes later, she felt like she had no choice but to leave. She wondered if she had been the unreasonable one in this situation.

I (F16) just recently applied for a bunch of jobs and got an interview at McDonald's. Today was my interview at FIVE IN THE AFTERNOON. Mind you, I got there at 4:54. I waited until about 5:35 to ask if the manager was there, and they got annoyed at me and told me to write my name and number down, and I did. After that, I was annoyed but sat back down, and at 5:47, I left because I was mad. Am I wrong for saying 'You guys complain about being understaffed, but don’t hire people'?
You are def NTA. Making you wait like that is insane and a sign of a poorly run restaurant. You don't want to work there.
Tbh you saved yourself bc managers who power trip during interviews are always the most toxic bosses
A 5pm interview is kind of in the start of the dinner rush. Not the best time for an interview to be scheduled.
However, if there was an emergency or they were short staffed, someone could have informed you so you could choose to wait or reschedule.

You let them know you were there. If their manager treats potential employees like that, I can't imagine how they treat their actual staff.
