    Re: Halloween Notice, Residents, As we prepare for Halloween, the HOA board would like to address an ongoing concern that has affected the quality of our neighborhoods celebration in recent years. Our community has long taken pride in offering a safe, charming, and well-organized Halloween experience; something that unfortunately has attracted large groups from outside neighborhoods.     To preserve the integrity of our Halloween tradition and ensure our residents children are prioritized, the following temporary measures will be in place: Trick-or-treating will be limited to children who reside in Volunteers will be stationed at the entrance to check vehicles during the designated trick-or-treat window: 6:00 PM to 8:00 PM on Friday, October 31. Residents expecting guests from outside the neighborhood are encouraged to make alternate plans.

    M... I love getting kids from outside our neighborhood. If it was restricted to just the kids who live here, there would only be around 30. With the visiting carloads, we get around 120. Last year, there were whole families who dressed up. They were adorable.

    When are they going to start policing the street before school gets out? What stops you from picking up your kids friends/family from outside the neighborhood and driving them in. Do you need to provide papers if you are having an adult Halloween party on a Friday night? Get fined for it? This doesn't seem well thought out at all.

A couple miles away, on the other side of the railroad and the freeway, are a few poor neighborhoods with mostly black families. A lot of kids from that area come here for trick or treat. And

    anecdotally, I find them to be more polite and respectful than some of the local kids. It's great... Our street is super busy every year, lots of my neighbors (myself included) put up fun displays and sit outside watching all the kids in costume. We probably get 3-400 kids every year. And it's fucking amazing.

    It wouldn't surprise me to find out that, if there really have been problems with vandalism and misbehavior in OP's neighborhood, that it's kids from the neighborhood doing it. Also... They're telling residents they can't even have guests such as their kids' friends from school come to the neighborhood? Fuck that.
