This wouldn't be the first time someone moved into a new neighborhood, only to discover that one of the neighbors who has been living in the area for decades seems to have a problem with the new resident.
It's an age-old lesson that many folks learn in elementary school. At the end of the day, there is no point in wasting time and energy trying to get some grumpy curmudgeon to like you, especially when all of your attempts thus far have failed. In fact, no one likes a try-hard, so chances are the grumpy curmudgeon will only end up disliking you more as long as you keep attempting to get into his good graces.
In this instance, the grumpy curmudgeon just so happened to also be the president of the homeowner's association, which means he inexplicably has managed to wield some power in the community. Sure, you might not want to try to upset someone with that kind of authority, but as long as you are being a decent resident, then you have the facts on your side. This dude was doing everything in his power (and he had some legitimate power) to kick the author out of the neighborhood, but the facts proved that he had done nothing wrong. Not even the president of the HOA could argue with that.

Let this story serve as a potent reminder that every so often, the trash takes itself out. Here's hoping that the author and his fellow neighbors had a celebratory gathering following the departure of their former HOA president. Who knows if what they have now will turn out to be any better, but for the time being, at least the curmudgeon is gone for good.
