Let's hope these 2 are good enough friends that they can laugh this off!
It's a very intense list of demands. I don't blame these parents for being overprotective, but it seems like it's causing them so much worry that if I was the friend, I would straight up avoid visiting the baby until he's older. I'd instead invite the parent to hang one on one! Because with all those rules, there's no way you'll get every single one right.
Even if you try your best… you might still do some of the things on the list, and wind up upsetting the friend. How do you not ask the baby “What's wrong?” when they start crying? What else are you supposed to ask the baby, like, “Are your needs not being met? I'll hand you back over to your parents, who can properly care for you.”
These parents should realize that their baby isn't going to internalize anything people say to them at that age. It's more about the tone of voice, making sure the baby is cozy and snug, making sure the baby is fed, dry, and warm.
But…. I have a feeling the parents will figure this out on their own soon enough!

Who can blame a Dad for trying his very best? It's sweet and silly and overall pretty harmless, so long as the friend doesn't get an anxiety attack from all that.

By the time babies are toddlers, you can swing 'em around with reckless abandon, hang them upside down, and chase them around for hours. They love it at that age! That's a really fun stage of life! And by then, you'd hope that a lot of that parental fear has started to wind down. While newborns are super fragile, toddlers are way more durable.
