A child goes up to a house on Halloween to trick or treat
When I was a kid, my mom would hand out full-size candy bars to the kids in the neighborhood that we knew. She would reserve humongous Hershey bars and giant-size Reese's cups for the special kids. This was a hugely fun part of Halloween. Was it fair? No. But life isn't fair, and you're allowed to do what you want to do on your own property. Unless you're a member of the neighborhood in this HOA. They were trying to get everyone to hand out fun-sized candy bars and ban them from handing out any full-size ones. What's the fun in that? Why should everyone have to do the same thing just to keep things consistent? Sounds like someone with too much time on their hands. That's the debate that was going on in this thread.
