Living in a community is already hard enough. People have very different ideas of proper and improper behavior, and communication skills between neighbors don’t really excel usually. Tolerance and mutual respect are really the only way to live in close proximity to other human beings, something this lady is not practising at all.
Just in case it is not abundantly clear, any neighbor’s conflict (or any dispute of any type, for that matter) shall not be solved over anonymous notes signed with fake names. The only way to let others know you disagree with someone’s practice or ways is by talking to them in a measured and calm manner. Be clear and express what is bothering you. Try to help them see your point of view. If that doesn’t work, then get the landlord involved. Notice how there was never a poorly written fake note nor a loud banging on the door technique involved in any part of this advice. Communication is key, and so is basic respect.

When your neighbors start acting a little crazy, try to be empathic. There might be something there you’re not seeing clearly. It is hard to understand why the Chihuahua lady (epic nickname, by the way) is so upset about the placement of this tenant's car. I like the idea of solving your community troubles with cookies and good intentions. That said, sometimes you gotta stop the problem at the root and confront unhinged neighbors over their bizarre note-writing techniques. Also, I agree with the Internet’s general opinion. The erasing of painted numbers thing is also a little worrisome. Maybe look into that too.
By the way, this is your official sign to be a better neighbor. And, when in doubt, always choose the cookie path instead of the impersonating route.
