Draco Malfoy loved bullying Harry because he was always so insecure in his own skin. Tearing someone else down to make himself feel bigger and stronger was Draco's way of thinking.
Of course, Harry faced off against much greater evils during the franchise (like Voldemort), but the inconveniences Draco brought to his life were still apparent. Draco remained unlikable for the majority of the franchise for his immature quips and terrible behavior. His bad behavior was rarely ever called out by others, which made him believe he could continue acting up without any repercussions.
