This is why getting hired with the promise of a pay raise "down the road" is never a good idea. There will inevitably be some grand excuse as to why those promises cannot be met when that much anticipated "down the road" date is reached. Remember not to be fooled if this situation arises. If they frame the delay in such a way that suggests an even bigger raise at a later date, don't be fooled either. This is just another dangling carrot. It will be a much better use of your time to stop letting your boss walk all over you and to instead go out and start looking for another job.
