It's understandable that with the sister's past with money and finances that she wouldn't want to meddle with money things. Trust isn't just about cheating or lying, money and reliability is a huge part of trust. If she thinks her sister could potentially ruin her credit, or lose their home then it's a risk she shouldn't be taking.
