"How do I handle my r**e elderly neighbor with unrealistic noise expectations?"

Evidently, this resident is unable to operate normally in their home and on the property they own. The elderly neighbor's request for silence at unreasonable times is a direct imposition on the resident. They cannot enjoy the home they purchased, and unfortunately, they made the mistake of complying with their neighbor's requests. Let's see how that pans out.

Late evening daylight is fair game. Of course, daylight doesn't always equal free rein, because summers also have exceptionally sunny early mornings. The elderly neighbor has a different sleep routine than this resident, but it is outside of the normal understanding of “quiet hours” set forth by most towns and cities. Why should someone else bend their knee to another if what they're doing is completely acceptable? Entitlement is a blinding thing, isn't it?
