Doesn't it seem like these 2 critiques were just pulled out a hat? Super random, and they don't even make much sense together. The first critique is that they could be applying for a leadership role, which is honestly a great thing to hear! If they see potential in this worker, I hope they take that advice and go for it.
But then they say that this person hasn't been volunteering for overtime, which is a personal decision. What if they have kids, or hobbies, or just like, a life outside of work that takes up their time? If there's an actual expectation that they should be taking on extra hours, maybe that should be in writing somewhere in their contract.
I wonder if management is hoping they'll try to go for the leadership position by working harder and doing more overtime? That could be a clever, underhanded way to try and get someone to work more.

Honestly, this does seem like one of those times where the company just didn't want to pay this person more money.
The 2 “issues” they had with them here seem kinda flimsy and off-target. Maybe they didn't have any real issues with this person's work, and therefore just randomly picked a few non-issues to raise with them. That way they could still deny the full raise amount and have some reasons why they made that choice.
I hope that this worker starts searching for a company that really appreciates them! There are plenty of jobs in their field that would love a dedicated worker like this.
At the same time, I hope they don't have to do any overtime just to prove their worth. A good employer wouldn't run their employees into the ground just to prove a point.
