Unnecessary rules and processes must be followed to the letter—because some manager who has never actually done the job decided it must be so. As long as they only waste your time, they'll remain in place indefinitely as you're hounded mercilessly about the resulting drop in productivity (thanks to these new processes.) However, as soon as these processes infringe upon the time of the manager who made them, it's miraculous how quickly they can disappear, which means the easiest way to get rid of these rules often isn't complaining about them… but complying with them instead.
"Needing the manager's code to approve a transaction" is an issue that is often faced by retail salespersons and cashiers. Usually, the need for this approval arises at the worst times, disrupting the manager's time in meetings, on calls, or with other customers, delaying customer interactions and transactions in ways that you really can't afford at peak times. That's why there has never been a retail manager anywhere who hasn't eventually given their code to every worker that they reasonably trust so that they can "approve" the transactions without ever having actually to be bothered.
