This is fairly common to see on handmade signs, but sometimes it's also really funny. It changes the way you read the sentence in your head. 

The people creating the signs are trying to get their point across, but it still brings some hilarity when you read things like 'Do not use your "feet" to flush toilet.' They managed to underline at least one part, so why would they add quotes for emphasis?
